Brief Description

The Comprehensive Model for the Primary Prevention of Violence against Women in Mexico was created in 2021 to implement strategies to transform sociocultural patterns and reduce risk factors that generate violence against women. The model is based on the Comprehensive Program to Prevent, Address, Punish, and Eradicate Violence against Women (PIPASEVM) 2021-2024, which focuses on mainstreaming, intersectionality, and interculturality. It is the result of inter-institutional efforts within the framework of the National System for the Prevention, Response, Punishment, and Eradication of Violence against Women. Its priority objective is to promote and implement strategies between the federal government and state and municipal governments to transform the sociocultural patterns and factors that promote violence against women. This model is considered comprehensive because, through various actions, it influences the reproductive and formative processes of societies that are strategic for transformation and cultural change. The Model considers strategies for education, art and culture, dissemination, communication, collective care, community organization, social pacts, regulations, and institutional intervention in which the federal, state, and municipal levels of government, as well as community authorities, participate in a coordinated manner.

In 2023, as part of the Spotlight initiative, the Guide for the Implementation of the Comprehensive Model for the Primary Prevention of Violence against Women and its Toolkit were developed with the aim of providing instruments to facilitate the adoption of the Model at the state and municipal levels.

El Modelo Integral para la Prevención Primaria de la Violencia contra las Mujeres en México se creó en 2021 con el fin de implementar estrategias para transformar los patrones socioculturales y reducir los factores de riesgo que generan violencia contra las mujeres. El modelo se basa en el Programa Integral para Prevenir, Atender, Castigar y Erradicar la Violencia contra las Mujeres (PIPASEVM) 2021-2024, que se centra en la transversalidad, la interseccionalidad y la interculturalidad. Es el resultado de los esfuerzos interinstitucionales en el marco del Sistema Nacional para la Prevención, Atención, Sanción y Erradicación de la Violencia contra las Mujeres. Su objetivo prioritario es promover y implementar estrategias entre el gobierno federal y los gobiernos estatales y municipales para transformar los patrones socioculturales y los factores que promueven la violencia contra las mujeres. Este modelo se considera integral porque, a través de diversas acciones, influye en los procesos reproductivos y formativos de las sociedades que son estratégicos para la transformación y el cambio cultural. El Modelo contempla estrategias en materia de educación, arte y cultura, difusión, comunicación, atención colectiva, organización comunitaria, pactos sociales, normativas e intervención institucional, en las que participan de manera coordinada los niveles de gobierno federal, estatal y municipal, así como las autoridades comunitarias.

En 2023, como parte de la iniciativa Spotlight, se elaboraron la Guía para la implementación del Modelo Integral para la Prevención Primaria de la Violencia contra las Mujeres y su Kit de Herramientas con el objetivo de proporcionar instrumentos que faciliten la adopción del Modelo a nivel estatal y municipal.
